東南亞學系英文專書介紹《Southeast Asia : Statecraft in motion》(2020)

文藻外大東南亞學系自2017年起辦理「文藻外語大學東南亞國際學術研討會」(Wenzao Ursuline International Conference on Southeast Asian Studies, ICSEAS),並於會後邀請參與優秀學者共同出版英文專書。2020年專書以「Southeast Asia : Statecraft in motion」為題,並邀請東南亞學系何啟良特聘教授專文介紹:

History provides many examples of the ways in which statecraft has changed. Up to the early twentieth century, conquering other countries to expand the territories of one's nation and imposing one nation's influence over another for the sake of obtaining natural resources and land for one's people to settle were deemed perfectly acceptable by most powerful countries of the day. Since the Second World War, however, conquests are seen as one country robbing another of its sovereignty, invasions are seen as one nation's attempt to subjugate another, and colonization is decried as a means of imposing one country's control over another and exploiting the conquered "other". These acts are no longer condoned in the current day and age. Gone are the days when weaker states had to pay tribute to stronger ones. The outright bellicosity of one nation towards another is now condemned. Countries are now sovereign entities and vassals to no other nations. If they come together as a grouping for regional, political or economic reasons, they do so freely on their own volition. Even as part of a grouping, they can continue to act autonomously in their own national affairs.
